In the afternoon of November 27, “2015 University Presidents Forum” was held in the new media building of the People’s Daily Press, the theme of the forum was “the Thirteenth Five-Year Plan, University’s Contributions”. President Cui Xiliang was invited to the forum and delivered a speech in the sub-forum “First-Class Discipline Construction and University Core Competitiveness”, suggested for the development of China’s colleges and universities, together for the chord and harmony of the reform.

　　President Cui Xiliang believes that the Beijing Language and Culture University is a distinctive university, from the unique point of view, in some fields of study BLCU can be said the world-class, such as international Chinese language education, Chinese language and literature, national and regional research. On the first class discipline construction, President Cui to start to analyze it from two questions: one is what to build? This question answers what kind of first class discipline is, it is either the advantage discipline, the characteristic discipline, the emerging discipline, the interdisciplinary, or the country’s urgently needed discipline, in short, it should be discipline with Chinese characteristics, school characteristics. Two is how to build? The first is to have overall planning, through the arrangement of school resources, determine the first-class discipline direction and overall layout; the second is to have human resources, first-class disciplines must have first-class discipline team, and even some discipline groups supporting each other, each subject group and discipline team has outstanding academic leaders leading academic development; the third is to have good academic ecology environment, this ecological environment includes good academic atmosphere and cultural environment, it allows researchers to engage in academic research, so that students can learn in the comfortable and pleasant atmosphere; fourth is to have guarantee system, it is necessary to use the first-class modern university system to guarantee the first-class discipline construction and development.
