Recently, in the twenty second regular meeting between Chinese and Russian Prime Minister, Minister Yuan Guiren of the Ministry of education and Vice Minister of the Ministry of Culture of Russia Zurawski Alexander Vladimirovich signed The Memorandum between Ministry of Education of People’s Republic of China and the Russian Federation Ministry of Culture in the Cultural Field to Carry Out Educational and Scientific Cooperation under the witness of the prime ministers of the two countries, which explicitly “both sides support the establishment of Sino Russian Cultural Association of schools and colleges and actively promote cooperation in education”. So far, the “China-Russian Cultural Colleges and Universities Alliance” led by BLCU formally approved by the two side governments.

　　The sign of the Memorandum provides us a good opportunity for establishing cooperative relations with Russian culture and art colleges, running schools in Chinese and foreign cooperation, building new campus and the cultivation of international talents, especially talents of art and culture.
