On December 16, the Fourth People's Daily “University Presidents Forum” which was themed as "a new era and a new mission" had kicked off. BLCU President Liu Li was invited to attend the main forum 1. He had talks with five other President Secretaries on speeding up the pace of "Double First Class University” and on building a world-class university with Chinese characteristics ".

Based on the four major functions of the university, President Liu proposed that "the construction of 'Double First Class University' is fundamentally the cultivation of talents and the scientific research is the support for the cultivation of talents. The completion of the mission of cultural heritage should also focus on the task of the cultivation of talents and scientific research achievements. "On the path of building a world-class university with top-notch Chinese characteristics and first-class disciplines, the practice of BLCU is to first clear about its own academic superiority and then establish MTCSOL and language scientific research as its Peak disciplines ; establish Chinese Literature and Foreign Languages and Literatures as its plateau subjects; and establish Language information science, international relations , news propagation and other subjects as its supporting subjects and clarify the direction and goals of the discipline development from three levels. Second, leading the institutional reform with the reform of the academic department system, strengthening the mutual support and integration between disciplines, helping the development of the top disciplines by setting up the Chinese International Department of Education, consolidating the development of the plateau disciplines by setting up the Department of Foreign Languages and Department of Humanities and Social Sciences, all colleges go hand in hand, and develop together, jointly work to promote the overall strength of BLCU’s running capacity.

      President Liu Li pointed out: "The construction of "double first class university" urges colleges and universities to consider the issue of "doing something and not doing the other" to handle the relationship between peak disciplines and plateau subjects, thus we can maximize the advantages of BLCU and make its subjects bigger and stronger.
